Create an new file like this below:

Now use the paint bucket and fill it with black (#000000); add what ever text you want:

Now duplicate the text layer and rotate it 90 degrees clockwise (go to: Image > Rotate > 90* CW). Next go to Filter > Polar Coordinates (setting rectangular to polar). Now add wind (Filter > Stylize > Wind) to the right and hit CTRL+F three time. Finally, flip it 90* counter-clockwise and it should look like this:

Copy the first text layer and merge the 2 (the 'blast' layer and the normal one). Now add color! In this tutorial, I chose a gradient of #FF0000 and #FFC000 and #F6FF00.

And you are done my friend! If you want more stuff done to up, move the normal text layer up apply the grad, then add a drop down shadow.
